Error after pressing start at character select screen

People connecting to my server can make a character fine, Its when they press start to connect to the server... the screen goes black as normal but then an error message comes up saying "no connection could be made because the target machine actively refused it"
Anyone can tell me what the problem is? thanks;p

check dbserver directory..
open the txt file or ini..
the ip beside 7200 should point to your netip
