It does seem to be too much for one person to handle. Even Samuel ended up hiring an extra coder and had 3 other people helping him manage the forums/bullshit/balance that is required of a Mir server.

Ends up never getting used. Unless it's absolutely worth picking up a random player to level with and be in the vicinity of them, people just don't bother because it's time better spent elsewhere.
