    Nah, the only thing that effects speed on here is ping/latency to server. So unless the guy he's fighting is from Africa, then I see no reason why he'd hit someone from 3 spaces away... without of course, the obvious.

    You're forgetting a few things. The red set has base itself on it. So you'd need to reach 7 base to have the same effect. It also has a nice little bonus of Luck+1 and HP+20. With 1 Necklace, 1Brace and 1Ring, you'd need the following: 47 Bracelet, 47Ring, 47Necklace to reach 8base. Now I...
