    Go to a local tip or car boot sale and pick up an old pc. Look for the windows sticker for one with W7 on it. It'll cost peanuts and probably work plus its almost certain to have a vaild W7 already installed or you can take the key off the sticker. Just a fun answer for a change !

    Older PCs would fail to boot if you closed the pc down with a USB stick in it then tried to boot the pc without the stick in it. Is the BIOS set to look for your USB as a bootable media ?
