    The thing is with this server we was promised updates and fixes, which never came then bugs started to appear which would take the gm a week or two to fix even though it was a 5minute job to fix.

    You can just launch the server manually, the server launcher is just a device to make it easier. Basically off my head you run all .exe's except dbserver.exe and m2server.exe you run dbserver and m2server after everything else has loaded.
