Because it makes logical sense, no other MMORPG makes spells depend on " chance" you pick a class and you get to use all the spells, why the hell would you make someone play a wizard for 4 years without all its spells? not really playing a wizard are you?... No-one listens to logic on here though.

Let me rephrase that. The reason the UC is so high, is because this is the only server without massive game changing bugs and exploits on a stable set of files. If some released this server on TD 2.3's it would have 4 Users.
