2.3 custom commands?

Hi all i have previously worked with 1.9 servers and thote id give 2.3 a go, but im having trouble adding my own commands, i have searched this forum and cannot find how to do, anyone any ideas?

C:\mirserver\M2Server\Envir there u have an custom command.txt eg in there put some thing like @tele say that was ur new command then in the

C:\mirserver\M2Server\Envir\Market_Def

look for the q-function.txt and puts some thing like
[@tele]
#ACT
MAPMOVE 0 666 666
#Say
you have been teleed
