This requires a Web server with PHP installed....
If you are on about making your own account (as in not running a Public Server) then go into SQL Manager, open up ACCOUNT - Table Account show all.
Now all you need add is name, password and right that the end, make sure it says N and your in business..

I got a program that does the job but to be honest its as quick doing it via SQL Manager.
Once you run public you will have to think about web server and allow people to make account that way.
One 2.9 server files, they used to use mir2 1.4 client (or cut down version) now its SQL they cannot do it that way.

Your running MIR3 Server Version 2.9 - I was talking about JOB - to answer your question in a polite manner - you click the white space in LogInSrv program --or-- use a fill or cut down version or mir2 1.4 and create a account via that...
The whole world and his dog has gone to JOB server (a tad bit more updated than 2.9 lets say), i even published my entire set of file, in english with a guide...im suprised if you have a client that works with that, if you do, well done, if you dont then youd have better luck finding Bin Laden tbh...
