Archer anti MR suggestion

Another Archer suggestion.
sorry about this =)

To put the suggestion into perspective first id like to mention AGIL -
A sin stacks AGIL to avoid being hit by a War - a War counters that by stacking ACC. - Spec to fight

Tiger Neck/ Lantern Neck + Gems to boost Magic Avoidance currently has no counter measure.
A player can instantly dodge twice as many archer shots just by equipping a TigerNeck.

2 options for my suggestion.

First and probably the easiest would be an archer spell.
Dispel Arrow - 100% accurate - No Damage/Flinch - 3minute cool down - lvl 0-3 duration of dispel 30second-2minutes

Dispel Arrow - Removes all MR from single target (or reduces it by half for balance reasons - would need refining ofc)

This would allow the archer to actually land some shots, being a hit and run - mostly run getting hits off is hard enough, to then have them "miss" is a frustration.

**This spell could be shaped into something slightly different by dispelling things like - Rage, Haste, LightBody, ProField, BA, SS etc etc but MR is the main suggestion here.***

Second Option that would also benefit wizards but i don't think there's room for it personally.
Magic Accuracy Gems - so each Gem would combat 10% of MR.
Not overly fond of this option but its another route that could help.

Main issue, there is no kit/skill/item/gem to fight off peoples MR. and i think everything should be possible to counter build.

I like this but there really hasnt been anyone stacking MR since tash/kt/me etc were running around 1 hit ab'ing people.

a tiger neckie is enough of a reason to implement change imo.
If/when archers get the boost that's coming to them i'm sure MR will be back in business, it would be nice to not wait for it to be broken again before implementing/thinking about a fix.
