In a forum full of opinions, you have not the power nor the ability to call someone wrong. 25% or more of the servers are created without having a host ready to host. This means that people may think 'wow - teh uber server' and then the server fails to find a host and the work and effort is dissolved into the lomcn backpages along with a crowd of anticipating people.
I'm not justifying that people shouldn't advertise their servers because they should - i'm just stating the fact that so many servers will never eventually come up. If you want a host that is reliable and will keep your server as it is then i can only recommend yourself and a close close friend.
It's also true that the host will ask for the specifications of a server. But any good server creator should be putting together a brief summary of the server specifications beforehand so he can a) have something to work from and b) have something to present to a host instead of creating a server and then the host telling him he doesn't want to host it.
Secondly, it's a well known saying that you can't trust anybody except yourself. A select few hosts are also corrupt and will scam you for your server files - another excellent reason to give the host a textfile which shows the aim of your server and its ideal expansion.
