, its pretty damn simple though.
tutorial:
1. open photoshop, and make a document the size of your desktop (i used 800x600).
2. get the paint bucket tool, choose the colour you want as your background (i used a really light grey), and then bucket the background.
3. make a new layer, opacity 100%.
4. colour some sections of it, but leave at least 3/4s as the background colour. you should use more than one colour.
5. motion blur it at the maximum (999).
6. chrome it.
(optional) 7. using colour balance (ctrl+b), you could recolour the shape or the background.
