Make a new later - take the pencil and draw a 1pixel line from left to right of your image. Then move that line up on the picture. Then duplicate and put it down then rotate it and put it in the left and right. And thats 1pixel border.

why not just make a new layer on top of your current ones, press Control + A to select the sig, go to Edit > Stroke > 1pixel.
