If it was in jest the I apologise but its really beyond me why you'd even contemplate it. Some people are capable of it and they're people that are hazardus to the road.

I dont think people get exactly what im trying to explain here. There is no need to slow down for an extended period of time to get this to happen. Ill try and put it in simple terms.
Imagine theres a long line of 1000 people walking somewhere, and they have to stay in that order. But person number 17 drops his wallet, and stops to pick it up.
The person behind him has to stop and wait for 10 seconds for him to pick it up. This cuases the next person in like to have to stop and wait for 10 seconds untill the person in from of him begins to move again.
That single person stopping, will now cause everyone in the line to stop for about 10 seconds when they reach that point.

So in between the two X points, people are having to slow down, because everyone is moving slowly between these points.
Now, as long as people are getting from point 1 - X1 in a constant flow faster than people are getting from X2 - 2 then the point between both X marks will continue to get bigger.
If the traffic gets from 1-X1 at the same speed from X2-2 then the jam will remain the same size.
If people get from 1-X1 slower than they get from X2-2 then the jam will dcrease in size and dissapear. However as it shrinks it will move further back (to the left in this case) and kind of fizzle out.
The main point is it take almost nothing to cause this to happen, and it can really **** up the motorways. If a deer runs across the road and motorists all slow down for it, then this effect starts instantly from there. If theres very heavy traffic (think rush hour) then the traffic jam will start. The traffic jam will then continue through and past the rush hour as more and more people join this queue. After rush hour dies down, less people join the queue and eventually the traffic returns to normal
In some places theyve started to recognise this as problem, and what they do is drop the speed limit to a suggested speed to around 40MPH for a stretch of road. This ultimately slows down the traffic joining the back of the queue, and means it clears up quicker. It doesn cure the problem, but spreads it out over a longer stretch of road meaning traffic bcomes more fluent at least.
However targetting key areas like an area near a busy junctions where people are joining, leaving, changing lanes etc, will cause massive tailbacks that cant be prevented. If you hit several Key motorways (M4/5/6) and the A1(M) then I would guess you could cause about 1/10 of the countries main road transport to come to a standstill. T
Key areas to get would be:
the M6/M62 at Junction 21a *where these roads cross each other over - that effectively stops traffic to and from Birkenhead Port. Plus this area is notorious anyway
A1M at the aberford bypass, both on the A1 itself and the motorway below. This is a big traderoute for anything going south from the York/Yorkshire factories and productions area. Places like Newcastle, Middlesboro, and hull would get knockbacks from this.
take Junctions 24-27 of the M62 and it means they cant route traffic from liverpool via Bradford/Leeds, and take the Lofthouse Exchange where the M62 crosses the M1, and you have the entire motorway using population of the noth cut off from the south.
Also take out wynbury road near gateshead as a tiny target street to aim for
