The 4 is before the 8, clearly saying that it will be rounded down to 0.35.

The 8 doesn't come into the equation.

Yeah, because like, the 5 rounds the 7 to an 8 (0.35488), the 8 rounds to 8 to a 9 (0.3549), the 9 rounds the 4 to a 5 (0.355), the 5 rounds the 5 to a 6 (0.36), the 6 rounds the 3 to a 4 (0.4) and the 4 rounds the 0 to a 0 (0).
