i made the back ground my self


Make New Image Any Size , Use the Gradient tool [Linear Gradient] and use the line from the bottom of ur image too the top

then go to FILTER > DISTORT > POLAR COORD [Rec to Polar]

then FILTER > PIXELATE > MOSIAC

then use FILTER > DISTORT > WAVE

use these settings...

No of generators : 132
Wavelength: MIN=1 MAX=40
Amplitude: MIN=1 MAX=15
Scale: Defualt

then FILTER > STYLIZE > FINDEGDES , after that press Ctrl + I to invert image

then FILTER > STYLIZE > WIND X2 [Ctrl + F]

then press Ctrl + U to change colour , either colour will do ,i used green
after changing colour , Duplicate your layer [Ctrl+J]

Blending Options on the copy will be OverLay
Merge those 2 together and your done , just use the rectangular Marquee tool to cut out whateva bit u like the most and use it for a siggy like i did
[You can use Radial Blue 100 , Zoom , Best 2 times to make it look more effective]

Scratch effect , found in PaintShopPro 8 ...... very basic easy to find

lose the scratch effect,
the colour is far 2 bright 4 my liking, makes it look amatuer imo,
the scan bar could do with doin sumit other then sliding 1 way,
goto www.dafont.com n download sum better fonts to suit the background.
background is alrite, mayb make a bigger img of it n move the central bit around, sligtly off set it.
