PA Proc Rate

Just a small suggestion but could the PA proc rate be upped ? I've recently started building a PA kit and have +4 so far but it seems with the amount it proc's its barely useful for stopping regen and I can see why pretty much no warriors risk gemming this on their kit.

Takes away from sins having PS. If PA gets too strong sins will become devalued as a class.

I believe this used to the base the case but it was changed so proc less but lasted longer.

With my 11 PA it procs quite often and does good
