With the change to TDB i'd now say PF and rage have the same "issue" tdb did.
You can spam cast these spell with out it taking mana untill the spell has worn off, in other words you can spam cast PF with out it costing mana but can only gain skill points for it when it has run out, this is a bug ball ache for leveling the skill as well as using it as you can't refresh the skills duration when ever you want.
