I like the rarity of slot runes, sadly this has a side effect of not being able to use any runes on the pre 33 noob items that will not be used after a few weeks.
It would be nice for a low level cap and/or secondary slot runes that have a lesser stat boost than the current ones. ~0.5 MC/SC/DC/AC/AMC, something to make a little difference but not something that could be used as an alternative to the current runes. Currently an empty slot item goes unused as no one in their right mind would use for example an SC rune on a Scimitar with an available slot, a lesser one that soon will become obsolete however, would be used. You could make these drop from OmaWarriors, BoneElites, WoomaGuardians or similar, and remove the existing ones from their drop file.
I'm not sure you can use decimal values for stats on mir, maybe make the secondary runes maximum level 33 and exclude them for being used on SC/DC/MC gated items.
I know it's late in beta to be suggesting something like this but I really don't see the point in having so many 1 slot items drop early on when no one is going to be using them.
