Unusual, what happens if you relog? Is it still frozen?

yes was like it last night still the same today

You sure you're high enough lvl to get it up to next level? lol

Not sure what lvl i would need to be my wizz is 18 atm but surely if i wasnt high enough level to proceed learning when i reached lvl 1 then it would be 0/1250 and not 2/1250 ?

nah, its normal to overflow from one lvl to the other (if you get 3skill points when the training is at 99/100 lvl 0 then lvl 1 you'll get 2/xxx to begin with)
and normaly wiz should be able to learn gfirebal lvl 2 starting from lvl 18
