sendmsg 1 "<$USERNAME> has just joined the server."
Give that a try, though I may be wrong, it's been a while.
And remember to keep all login commands under one [@login]
(same is true for all commands)
Example;
[@login]
#IF

#ACT
sendmsg 1 "<$USERNAME> has just joined the server."

Checklevel < 10
#ACT
recallmob Oma 1 7
