StaticShot - Doesn't damage moving targets

Its been like this for a long time now, I just thought id check if it is bugged or intentional.

If you StaticShock - It WILL bounce off the running targets (people) but does NO damage or flinch.

Added to tracker... I thought it did do this (as I am sure people moaned about the bounce at the start), either way I really do see it as a benefit to the skill so I will take a look at it.
