It's just a quick suggestion but I was brainstorming some ideas and I've come up with this, why don't you make it so that you have to create the larger stones on the game and maybe take out the other stones and just keep the Small stones dropping.
Basically what I mean is, let's say you want to make a medium DC stone, then you'd have to find 3 small DC stones and craft them together to create a DC stone medium then to create a large stone you would need 3 DC Stone mediums etc etc... This way it gives everyone the advantage of being able to get hold of a Holy stone instead of all the high levels getting access as they are the only people are able to kill the mobs to require them. Maybe add a different ore into the mining so that it gives the chances of creating the higher stones(XL, Holy) a more high percentage of being created.
It's alot like Diablo II when it comes to creating Perfect Diamonds, Ruby etc etc...
