Wizard IceStorm bug

Since Chronicles Team fixed Blizzard skill to be interrupt if get hited they always messed up IceStorm skill, since that change it happens so when you wanna cast IceStorm if a mob hit you......purely cancel your casting.... i dont think that should happen, please look into it.

bliz, lol it's more ****ed now than before, people who throw them type of spells should be rooted, regardless of if you are hit by w.e
up to gm's to decide if damage carries on if you are hit casting
