In game player speed advantage

Hi,

Can somebody help me understand what controls a player having an in game speed advantage during pvp primarily, is it internet based or linked to a good graphics card and FPS or the CPU? Or is it a combination or something completely different.

Think with both Mir 2 and Mir 3, player speed is capped server and client side. I'd say the only advantage you could have would be a faster connection then another player
