It's meant to be an ellipsis, but yes, as you said, he's used it way over used it as an ellipsis only consits of 3 of these "fullstops" as you so plainly put it.

The problem is, ellipsis are used to indicate a pause, unfinished thought or a sentence that trails off into silence. None of which are appropriate for the end of his sentence.
Also, if he put what he needed in the title of the ****ing post, people would have been able to assertain what the thread was about, and choose to ignore it , or read it, rather than see some retarded question with more fullstops than words.
Please don't try and make yourself look smart with grammatical references again, you cant claim they're supposed to be ellipsis, when they don't meet the grammatic requirement for ellipses, or the usage terms of ellipsis.
