i have no idea about this so need as much help as i can get lol

ok i have my own url
i have a static ip
i have a pc

how do i have it, if i run my forum/webpages from my pc when some1 clicks my url they connect to my computer and not to my isp ?

I would suggest that you just follow some basic steps:
1) download xampp lite
2) install it (ofc lol)
3) double click on setup_xampp.bat
4) double click on xampp_start.exe
5) enter to a folder named htcods
6) put whatever page you want other peoples to see
7) check your ip www.whatismyip.org
8) The address will be ip/file.xxxx
e.g 53.32.64.26/index.html

I am pretty sure its the demon you see when you update your version on diablo 1 :P might be wrong though

anyway, if you want some more wordy URL, you can follow those steps:
1) go to www.no-ip.com
2) make new account
3) add host (leave everything you don't understand the way it is)
4) now instead of ip/xx.xx it will be the new address you chose instead of the ip
e.g mir.no-ip.info/index.html

I am almost 100% that it was in diablo 1 when you update the version.
there is orb there that filling with blood by the % you have downloaded.
