i upload ip of my server but server is further offline, if players want enter to serwer writes them : can not connect to serwer

your router supports loopback?
you have the ports open?

you must have Chinese(RPC) installed on it, Start -> Panel control -> regional settings and language -> put China on location and language China (RPC)

Okay lets see, are you sure you only have modem and no router,switch? Because from the looks of it, all gates are responding as they should. You need to make sure that your firewall is allowing exceptions, so others can connect into your line. If the case is that your on a Modem only, then you don't need loopback. Try this and post a screenshot of it. Start/Run/cmd/ipconfig and post screen. I really think you have a port that's blocking incoming traffic.

Click on twisterdmk, then view public profile then go to about me his msn is stated there.

I added you to MSN since, you are not familiar with it. You have got a Port blocking access somewhere but, get me on msn and I will TV in and see what the problem is.
