I figured out a way that could fix this indirectly by what he said.
Simple , lower the max amount of guild memebers so uch that some of the top guilds are forced to split up.
2 things can happen: the top of the top tier will stay together and will still dominate and the weaker split up guilds will whine even more.
top tier guild splits u properly and there will be competitivety in the server. But knowing people there first has to be some bellend fallout for this to happen.

The problem not come from the size of a guild. It is the people that hold the guild.
There is no so called top tier gamers in this game. They are the ones that spend extra long hours on a game.
The biggest problem for MIR is there is a group of players could always hold an advantage over majority due to the playing hours of this game. These group of players killed most of the servers and still killing servers. And those players are the ones that always say OK for a server. And they refuse any change to lose that advantage. They are here because of this advantage, and they will leave until this advantage gone. but most of the time, they left cos no other player they can spit on their cops.
MIR can not camp causal players cos if u play less hours, u will lose either lvl or items. when a causal player reach a lvl that can hunt boss, they will face those players that already have much higher lvl and much better item. So ppl get killed and been laugh at. They want to kill any other players if they want. They can abuse any one they want cos u can not kill him prob forever. They happy. but server die. And tbh, this is the majority of those so called top tier players. And most of them, cheat. The reason for that is simple. there is a motivation for them. They want the advantage over others. So they hack. If they cant get that advantage, they will leave.
I could say, if Sam make this server cant random pvp at all. Most of these 'top tier' guildies and players will leave. But most of the causal players will stay.
From the business point of view, to be a good private server, the best customer target are causal players. They have job so they can pay for a game. They will pay cos in the limited playing time they will want to pay for quick lvling and better farming time. But the money they will spend will go for less but for long time. However, in the other way, there is a group of pay to win players, they will pay a lot at the beginning to gain advantage and try to maintain this advantage by spend quite amount of money. but their numbers are shot but enough to kill a server. So there is a balance between them.
A long run or a quick money in a short run. We will see how long this server will be.
