It isn't. I used to hunt with a guy called dynathus, he had a dc1-2 crit1% lantern necklace. Every 100 hits he'd do a hit which cast a huge blue glyph in the air and it made a flash sound.
He was a little bi-polar but I think that was the beer! But yes, critical damage definitely does something, I just never noticed significant difference in damage.

This was with base Accuracy too.
Knowing that higher ACC = higher chance of Crit (using archers deathly aim as the evidence) Now that most chars have + 3-6 ACC I can imagine that Crit hit would land every 30 or so swings.
Would be interesting to test that 1% crit with a luk7 weapon to gauge exactly how much it boosts it by.
