Don't see the problem with this.
Id suggest that the Rankings would forever show the previous name in brackets.

Making this simply a choice of names rather than an attempt to change identity so to speak.

Not as easy as you would think as char name is linked to a lot of back end stuff and not just the char name

All quest flags etc are linked to char names for a start? Would lead to exploits and delevelings everywhere.

Downsides
Scammers would have name changed, its bad enough that they re roll and level up so fast.

The established trading partners buyers and sellers would have a tricky time verifying each other

Because some people get bored of their names.
Renaming a character can give it a new feeling, encouraging more play, as opposed to safe zone sitting.
Not to mention why not?
Don't trust people on the internet is a given.
There's a very safe trade system and if you don't use that then you've only yourself to blame.

and we all keep the same name for life, mir is for a couple years.

Can be only one legitimate reason a player would like to change identity imo(not directed at OP)... been a tw@t and now realise that everybody knows.No place to hide except re-roll,my 2 pence.

Silly idea to be honest. If you want a new face, and name, then reroll. 'Fancying a change' is not a legitimate reason for the amount of work that would need to go into this. AFAIK char name is the primary key for the database - so it would require a lot of recoding, and database restructuring.

Simply not worth the time and effort (I know, I do it on a daily basis)

Only excuse is that it was the one of the first ever mmorpgs in Europe.
