    Will be cheaper for you to rush it to lvl max then do master refine for +10dc and +10 element. This using the minimum required items for master refine. You can go for +15/20 after that but will be expensive.

    It would work like this: Imagine a restriction is put starting after 20h/ week where every 5h after that you start making 10% less on XP/Drop/gold. So by hour 41 you are making 25% less everything. Top player A plays 45h, but after 20h his progress slows. Newb B plays 25h, after 20h his progress...
