OK so ignoring all the trash you guys are talking about and commenting on the original subject of this thread...
No one in their right mind is going to buff a skill when 1 person has learnt it and they currently only have level 0.
I dont have poison cloud yet, as im level 41 - but i see no...
i vote no cooldown. when pvping in town or easy places you can still spam them but in harder areas you need to actually use them now vs mobs because hp regen has been changed.
this means people dont have 4 lines of sunnies once they actually get to a hard boss.
i think this would be viable but perhaps make it so that you cant rejoin the same guild you have already left within a fortnight. that should do it. that way you can change to a different guild if you still want to.
this is a good thought but i think it takes the skill away a little. im not really sure how you would implement this.
it would be interesting to see it brought in though if the targeting isnt going to be changed.
then why not just get rid of fox items and only have greater fox items. or make fox items have a level 40 requirement to make them in like with other items.
doesnt matter what other items exist. these ones are obsolete with their level requirement combined with their stats.
I bought one load when they were on offer but i wont be buying them now because i dont think they are worth 4k a pop.
However i don't think they should be taken out. Money is needed to keep a server alive. i would be quite happy to pay a subscription to be honest.
As an example, level 44 foxes necklace (BlueFoxNecklace) gives the same SC as a level 40 Requiem necklace.
Perhaps it would be a good idea for fox items to be manually revised to make them more viable and worth levelling for.

also, taos will always be essential healers and buffers. imo the way to make taos a vital part of the game is to embrace their support nature and beef that up (better buffs, better heals) instead of trying to turn them into a **** offensive class.
