I just bought my son a budget PC for the exact same thing. I paid £350 for an intel setup that has a 1060 in it. I have already set it up and it runs Fortnite pretty well.
It is more likely to do with the fact that it was a failed project which contradicts too many existing laws, such as GDPR for one.
The other case is that VPNs are easily accessible and very cheap now. So getting around the check is easy.
The batch file in the startup folder doesn't run until the OS has loaded up so you will still see the windows logo.
I think you may need some 3rd party software to change the image of the windows load screen. You can point it to a black image or something and that should be a workaround for you.

If it is for conferencing, would it not be worth concidering Skype for Business or a similar product? That way you could do away with all the infastructure hassle.
