It was indeed a bug (However they did increase cast speed I believe and were well aware of it).

I've yet to hear warriors complain about the increased availability of A-speed.
Cast speed was wrong but made for more engaging gameplay - This was rectified with a change that caused a negative impact to a large number of players...
