    I dont think all files will be fully downloaded yet it will have to go live before it finishes downloadin everything. I think it has only downloaded the majority of the files. This is only an assumption i dont know if this the actual reason but servers do this before it goes fully opened and...

    Its about 20-30 people normally and i would say its more a low rate server lvling wise but pvp wise is high rate with the stupid amount of dmg people do and the hit delay. The ping in game atm is stupidly high but this reboot should be fixing it but seems to be down alot longer then 2 hours...
