    I think, though I may be wrong, that as the value is set at 10/10 only players with full 10 permission (gamemasters) can use the command. Check in your command ini that the allowdearrecall has permissions set at 0.

    Well as I said, seeing as it's the ones that your gm makes you can't see make sure that the GM isn't on observer mode when you try to drop the items.... Edit: Only just seen the horse question, check your command.ini file and check that the lines are set as so: TakeOnHorse=Ride TakeOffHorse=GetOff
