    certainly needs to be less than 100, ideally 50ms or under if you can get it, the closer you get to 100ms the more likely you'll get lag I would say.

    You can't calculate a race, the race governs how a mob attacks and moves, etc. Look at a mob you want it to attack like and make the race that, if the images are available in the monster wil file where the race requests them to be then it will work fine.
