Levelling needs to be made easier up to level 40. Start pushing people past 40, lower 44 (don't remove the double exp cap, just lower it a fair bit) requirements and onwards. Make level 49/50 the "hard" place to go.
totally agree with koriban here, there is a massive gap opening up between casuals, people that have quit or people who sit afk all day and the hardcore. The hardcore player deserves to be credited for their hard work but when 2.0 hits and the hardcore players become stronger with the new items/boss hunts whilst I feel the casuals and returning players will still be grinding psc in there shop gear falling further being.
I'm not far off quitting myself, I can't find the energy to log onto my warrior (level 39) and grind psc (because all my Tao friends have got fed up and left) in my coral rings, shop dg's, quest items and great axe. I have done the daily quests that much that I have 4mill without getting a single decent drop, trouble is I can't afford to buy a weapon upgrade due to prices still being high. Granted I'm not expecting a slayer waiting for me at 40 but it's totally demoralising to be level 40 and having a great axe still. I know others moan about the same issue.
I feel like I'm playing the "third world experience" Mir server...
