3DS Max is a 3D Studio for constructing 3D entities, for 2D graphics i would reccommend Adobe Photoshop or Macromedia Fireworks.

Whats latest Version Of PS? Or what Version should i use? 8.0? 7.0?

I know alot of people still use 7.0 and not too keane on 8.0

3D Studio Max is, as the name should suggest, a 3D modelling and animation package. It is one of the best for doing its intended job, you can make great 3D objects and such for use in signatures with it but you wouldn't want to make an entire siggy with it. Just use Photoshop.
