Alar Arm tier upgrade

Hello,

I upgraded an AlarArm from tier 1 to tier 2 , the different stats between them was +2 ac and amc lol , like why would I pay 100mil and some rare materials to have this stats, I checked the tier 3 stats and still same stats , only +2 ac and amc but 150mil to upgrade ..

Is that fair ?
