Step A:

Install A Web Server that also does PHP onto a Local PC, make sure Port 80 is open.

Step B:

Copy over the files to the webserver root dir, configure them.

Step C:
You might want to get a Dynamic IP Service (NOIP etc) to reference this site, upto you.

I see you do not have your own web space - so I will ask you this, how are you going to get people who want to play the client? I suggest if your serious about hosting this server you buy some web space - Mine cost me £55 a Year - small price to pay honeslty.
