Different people have different views on what a great server is,your idea would cause a lot of problems.

Yah, some people like high leveling servers, some like low, high stated items, low stated items etc. Wouldn't be half bad if you wanted a really mucked up server

I cannot count how many times this has been suggested, it has been so many.

It just wont work.
You can not have a server to fit everyones taste.
Then you have the problem of deciding gm's. You cant have every server maker cause that will be too many.
