Best Files?

All i need to know is which is best to setup? 1.4, 1.9 or 2.3?

Want to start on new development on mir but not much a expert on it. At the moment i have 1.9 Chinese server setup.. But found too many bugs so.

There is a sticky in releases with TD's files all together to save the hassle of doing all the updates to the DB

the database was finalised with all updates by idaBigA and the files put together by jasper and myself, only problem being we forgot to remove the info to a few test txt files 1bme etc on the GT maps.
