Black line across bottom of screen

I have altered the Interface slightly, mainly made it a bit shorter.
I wanted to make it even shorter but if i do a black line appears that is normally hidden by the interface.
I have seen another interface that is much shorter than mine (think its Lifcos one) so i know the black line can be got rid of, is there a easy way of doing this ??

I know you can edit colours and text on interfaces using an image editor, but as far as changing the size or placement of it, I think you need the source files to code it in?
