Bluetooth software to do what exactly?

File sending & receiving is natively supported by Windows, so I don't see what you could be after...

Bluetooth as in send pictures from internet to my phone without USB cable.

This can already be achieved using Windows.

Just pair your phone to your PC, and then follow the wizards.

Do you have a bluetooth adapter? if not forget it.
if you have bluetooth adapter, your taskbar should show a bluetooth logo.
right click on it and go receive/send a file
