Help Can't open client downloader

I've downloaded the client downloader, but when i try to open It, It doesn't make anything.

Tried on 2 PCs.

I'm on win10 64 bit.

Solved on 1 of PCs

Make sure everything in the download below are installed, restart the pc once complete and try and run.
