Make the highest level skill level 46 to learn, barring changes no one will reach the level 50+ to get level 3 of the skills so might as well make them at least accessible to the highest level players. Move other skills down accordingly and ensure that new skills added are 46 or lower as well.

Who is to say that all the plans we have for the server will not involve higher level monsters and higher level caves with better exp to match what is needed at higher levels.
