Char level script

I wanna set it so that the npc checks if you are a certain level and if u are under it (lvl18) u can tele or otherwise he just says something like Sorry you are too high level to go there.
and also to set timerecall to 15 mins

#ELSEACT
map <mapname>
timerecall 15

Yeah m8 I been doing this server on my own for like 2 months now.....just got a couple m8s to start helping with graphics stuff etc but NPC stuff we dont really know a lot about...Im learning though
