Character Creation Failure Error = 4 Problem

All gates are open and working, we can make accounts but we cannot make characters. It comes up with 'char creation failure error =4'. I've checked all paths and filenames and they are all correct. I've been told I need to delete something but the person who told me could not remember what. I've since then deleted the contents of 'IDDB' and 'FDB' but I'm still having this problem. Any ideas people?
