Didn't know it was a bug until Sam mentioned it yesterday to me, so will post it lol.

Archer intent:
1) NOT to have 100% Accuracy - I have hit 100% the whole time to Lv.23
2) PerfectAim increases hit accuracy - HighShot is meant to ignore the skill due to being able to shoot over objects. Obviously can't be tested due to the Archers hitting 100% of the time regardless

lol mhhh i have to say: if archer doesnt have 100% accuracy at it's current attack speed.
then you can just aswell delete the class :p
it's already a pretty horrible slow class that can barely fire back when 2 mobs are hitting it.
if you give him a miss rate, then mobs will be running at him without getting any flinch + he'll get even more hits when mobs are surrounding him (and get even less chances of doing any hits himself).
i can understand the not 100% hit rate, but i think doing it to a rather slow shooting archer is gonna be a big mistake.
(not to mention in pvp it's gonna be hard enough to constantly make sure you're running away from everything, while also having your mouse over your target to fire at exactly the right time (and hitting so the target doesnt stand next to you the verry second you miss)

Not entirely sure I fully understand your post?

Can I ask what skills you have tested ingame?

what i mean is: currently archer is a guy who stays back shooting (any) skill through magic.
if you start making those shots fail, then mobs no longer flinch as frequent.
right now it's semi balanced between the speed at which mobs get closer to you and the speed you make them flinch (delay them).
if shots miss, then they move faster and basicaly you are spending almost all your time running > making you lose even more time and giving mobs even more chances to catch you.

same with when you get surrounded: your own char starts flinching = it takes longer between each of your skills, add failure rate to that and well :(
